To launch the Competitive Entrance examination and set the number of places into year one of the Higher Institute of Commerce and Management (HICM), of The University of Bamenda, for the 2017/2018 academic year.

THE MINISTER OF HIGHER EDUCATION

Mindful of the Constitution;

Mindful of Law No. 2001/005 of 16th April 2001 bearing on the orientation of Higher Education; Mindful of Decree No. 93/026 of 19th January 1993 to create Universities;

Mindful of Decree No. 93/027 of 19th January 1993 laying down common provisions in State Universities, modified and supplemented by Decree No. 2005/342 of 10th September 2005;

Mindful of Decree No. 2010/371 of 14th December 2010 to create The University of Bamenda; Mindful of Decree No. 2010/372 of 14th December 2010 to erect the Higher Institute of Commerce and Management of The University of Bamenda;

Mindful of Decree No. 2011/045 of 08th March 2011 to organize The University of Bamenda;

Mindful of Decree No. 2011/408 of 09th December 2011 to organize the Government;

Mindful of Decree No. 2011/410 of 09th December 2011 to appoint members of Government; Mindful of Decree No. 2012/433 of 1st October 2012 to organize the Ministry of Higher Education;

Mindful of Decree No. 2015/434 of 02 october 2015 to reshuffle the Government;

Mindful of Decree No. 2015/541 of 27th november 2015 appointing the Vice Chancellor of The University of Bamenda;

Mindful of Order No. 17/00056/MINESUP/SG/DAUQ/SDEAC/SE of 25 January 2017 to draw the calendar of the Competitive Entrance examination into Schools and Faculties of State Universities for the 2017/2018 academic year; on the proposal of the Vice Chancellor of The University of Bamenda;

ORDERS:

Article 1: A competitive entrance examination into year one of the Higher Institute of Commerce and Management (HICM), of The University of Bamenda, for the 2017/2018 academic year has been launched in the following Departments:

Article 2: (1) The examination shall be organized in one sitting to Cameroonians of both sexes, holders of GCE A/L or Baccalaureate or any equivalent diploma recognized by the Minister of Higher Education, in addition to 5 O/L papers including English Language and Maths.

(2) The table below shows the required diplomas or certificates a candidate must have to be qualified to register for the common entrance in a given Department.

INSURANCE & SECURITY Insurance

Must have 5 O/L papers including English and Maths

Baccalaureate or GCE A/L in A2, A3 or A4 or GCE A/L in technical in Accountancy.

Article 3: A application files shall comprise the following documents:

  • A registration form to be collected from the Higher Institute of Commerce and Management (HICM), Bamenda, Bambili, MINESUP Yaounde or Ecole Normale
    • A certified true copy of the birth certificate dated not more than six (6) months;

- • GCE 0/L or probatoire certificate, signed or certified by the competent boards;

  • A certified photocopy of Baccalaureate or GCE A/L or equivalent diploma dated not more than six (06) months. Candidates preparing for the Baccalaureate or GCE A/L for 2017 shall present their diploma later;
  • A receipt upon payment of twenty thousand (20,000) FCFA as non-refundable registration fees delivered by NFC BANK S.A. following the bank code 10025-00030-17101020846-22.
    • One self-addressed large envelope bearing stamps in conformity with the regulations in force;

® Four passport size photographs;

Article 4: Complete files should be submitted to HICM Bamenda (Admission and Records Office)

Article 5: The written papers shall take place on 28th September 2017 in the two centers of The University of Bamenda and Yaounde;

Article 6: The syllabuses of the competitive entrance examination are the same as in the Baccalaureates or GCE A/L programmes;

Article 7: Marks for each paper of the written tests are ranged from zero to twenty according to the above mentioned coefficients. Any candidate who scores less than five out of twenty shall be disqualified;

Article 8: Questions will cover General Knowledge, Maths and Economics; this will be in Probatoire, GCE O/L and that of Baccalaureate or GCE A/L;

Article 9: The academic performance will also be based on the study of candidates’ files (transcript results of GCE A/L and Baccalaureate);

The distribution is indicated as follows:

Paper I (Major) 2 hours Coefficient 4 (Economics and Maths)

Paper II (Minor) 2 hours Coefficient 2 (General Knowledge)

Article 10: After the test, the jury shall prepare the lists of successful candidates per series and in order of merit for publication by the Minister of Higher Education;

Article 11: The composition of the jury mentioned in the above article is specified by the Minister of Higher Education;


Article 12: The Vice Chancellor of The University of Bamenda, the Director of University Accreditation and Quality, and the Director of the Higher Institute of Commerce and Management (HICM) are, each in his/her own sphere, responsible for the implementation of this decision which shall be registered and published in English and in French whenever necessary.
